A.    Background

The Horn of Africa Centre for Peace (HACP) is deeply committed to sustainable human development and poverty alleviation. It strives to empower vulnerable groups—such as women, children, people with special needs, and displaced individuals—to exercise their civil rights, fostering their ability to lead dignified social and economic lives with improved living conditions.

HACP also serves as a hub for capacity development and strategic studies, contributing to lasting peace, development, and harmony across the Horn of Africa region. The organization focuses on resolving hostilities among conflicting clans, sub-clans, and sub-sub-clans in Somalia and the wider region. Job Description: Procurement Officer

The Horn of Africa Center for Peace (HACP) is seeking a qualified and experienced Procurement Officer to support its procurement operations. The ideal candidate will demonstrate expertise in procurement planning, coordination, and execution, ensuring compliance with organizational and donor requirements.

Key Responsibilities

   •       Assist in the development and implementation of HACP’s Procurement Plan, ensuring it aligns with organizational objectives and includes detailed activities, timelines, and selection methods.

   •       Regularly update and revise the Procurement Plan as required.

   •       Facilitate procurement processes for works, consulting and non-consulting services, supplies, equipment, vehicles, etc.

   •       Maintain comprehensive documentation for all procurement cases and address queries, disputes, and complaints.

   •       Ensure all procurement requests align with the approved Procurement Plan.

   •       Manage bidding and selection processes, including organizing pre-bid and pre-proposal meetings, providing clarifications, coordinating the receipt of bids/proposals, and overseeing the opening of submissions.

   •       Collaborate with HACP management to evaluate expressions of interest, quotations, bids, and proposals.

   •      Coordinate and participate in contract negotiations for consultancy services and technical discussions related to works, providing guidance as needed.

   •       Prepare monthly procurement progress reports, highlighting the status of contracts, challenges faced, and other key issues requiring management attention.

   •       Maintain accurate and complete procurement files and records, including all related correspondence.

   •       Implement procurement activities in compliance with donor requirements.

   •       Perform additional duties as assigned by management.

Skills and Qualifications

Selection Criteria: Candidates will be selected based on qualifications, experience, and performance in an interview.

   •       Bachelor’s degree in Procurement, Business Administration, or a relevant field. A master’s degree or professional certifications (e.g., final examination of the Chartered Institute of Purchasing and Supply or equivalent) is an advantage.

   •       Minimum of 5 years of relevant experience, with demonstrated expertise in procurement management in the public or private sector.

   •       Proficiency in Microsoft Office (Word, Excel, PowerPoint) and Internet applications.

   •       Prior experience in a similar environment, particularly in Somalia, is highly desirable.

   •       Excellent interpersonal, communication, and presentation skills.

   •       Fluency in written and spoken English is required. Proficiency in Somali is an added advantage.

 

Duration and Duty Station

   •       Contract Duration: 12 months, with a possibility of extension based on performance and organizational needs.

   •       Duty Station:  Mogadishu, Banadir, Somalia. The role includes a three-month probation period.
